Not all that uncommon. I'm kind of glad to see that the Arizona JUCO league hasn't folded yet and seems to be hanging on.

Could be a lot of reasons.

That's a transfer from near home (and probably living at home) to Yuma AZ, where they have dorms.

When I coached in CA, that was often a big benefit for a kid, situationally dependent of course. (I have no inside info on this kid or his reasons, just pointing out that some of the AZ juco's offer an advantage in that regard that SoCal juco's do not.)

But CU has nicer dorms...
 
Geez, I don't even know what the rules are anymore. We used to be lucky to get a Juco transfer that could play a bit, now, idk how you go about it but carefully?
