Teams play the teams in their division (left and right) AND in their row every season while rotating between the other 4. Keep rivalries as well as near local rivalries intact (e.g. Oregon and U-Dub), keeps the California teams together, ensures every team has one game at every stadium in the conference at least every 4 years.
So, in our case the schedule would look like this
Every year opponents: Washington, UCLA, Arizona, Arizona State, Utah, Oregon, California
Year 1+2 extra opponents: USC, Stanford
Year 3+4 extra opponents: Washington State, Oregon State
