Yes.

Better stats in 2016 than 2017.

Kinney was the #23 punter in the nation in 2017 while Loy was #85. https://www.ncaa.com/stats/football/fbs/current/individual/17/p2

But in 2016, Loy was #54 while Kinney was #62. https://www.sports-reference.com/cfb/years/2016-punting.html

This is a guy who removes all concerns about the future of the position through 2020. It's handled. He's solid as a 40+ yard average guy who won't be rattled because he's been in the situation.
 
I love the no risk approach. You get a kid who's already done it at P5 level for 2 years. Has to sit a year while our Punter exhausts his eligibility and you plug in a guy ready to go for the two years after. Plus, his stats were at sea level and humidity, which should be noted for comparison reasons. Pretty sure they should improve with 8 or so games in Colorado, and most of the rest absent of humidity!
