I just emailed the picture to myself and then when I opened the email, saved it to my iPhone. If you go to settings -> wallpaper, you can then choose it there.

1. Use tapatalk to save or email it to yourself. If email,select it and Save to photos.

2. Go to the pic in photos. Click on the send icon at the bottom. Select the bacground option.
