Getting rid of backcounting seems pretty stupid...but if they want to tie their hands like that I'm not going to complain. I think its good that the medical hardships thing is being implemented as well, since a couple of programs seem to have been abusing that system (yes I'm aware that Embree seems to have run some guys out as well, but the medical issues were all well documented...and the academic ones I'm expecting that is more of a 1 year type of deal rather than a pattern).
