While big programs like USC and OSU get away with major infractions, the NCAA is not afraid to flex its muscle on a smaller school for doing something that should be incuraged. USC is going to get away with the whole Reggie Bush ****, but they will make sure that Ball State gets probation for giving out textbooks to athletes. Rediculous.
