Not a surprise to see the SEC well represented, nor to see USC/Oregon pretty high. Would be pretty surprised if those teams do not end up playing twice this season. Neither has an overwhelmingly tough schedule, but USC has the benefit of getting the Ducks at home, which means they have a good shot at hosting them again in the PAC-12 Championship. Oregon might have the easiest overall schedule in the conference.
Elsewhere, Arky without Petrino is not a top 10 team IMO. Also, I think K-State is going to take some steps back this season. They had eight wins by a TD or less last season. They are good, but are not going to get to 10 wins again. TCU actually might have a decent shot at winning the Big 12.
