I think you're confusing him with Ralph Tatanka from 2009. Tatanka Buff is different. Biggins had him decommitting from the Wolfpack earlier in the year and he's now down to the Huskies. Of course, everyone knows he's a legacy so he's CU's to lose. His family did not have a good experience visiting NC:
