Quiet Period --> Dead Period has begun

Correct me if I'm wrong, but wasn't the quiet period when Slick Rick used to hire third parties to kidnap recruits in their homes, bind them and deposit them on the steps of the UMC so he could legally speak to them? Then they'd have a burger at the Alferd Packer Grill and laugh about it?

Am I remembering that correctly?
