I'm involved in one of the alumni chapters in Colorado and have some interaction with the main association on the Boulder campus. Working with them they've enumerated on multiple occasions it's an issue and something they're working on correcting. As to the underlying problems I don't have a good read on that. Well, we'd need to know what caused the big spike in "Other" to really understand if it's feasible.
