When Does Selective Recruiting Begin?

Recruiting one 4* to replace another then mix in a portal add or two and it gets pretty crowded someone gets redshirted (Frosh) and some have to accept the number of opportunities they get in game....such a great problem to have.
I watched the Lake Belton vs Red Oak Tx. HS game the other night 2 top Receivers that haven't committed yet for 24 neither would redshirt.
A 4* star hitting the portal becomes a possibility...who'd a thought?
