There are a couple things playing into this.
Rivals and ESPN haven't evaluated his film. There may not be any yet. Scout's recruiting guy for the west observed him in person and gave him a 3* rating. (I forgot to update the profile until just now.)
As far as offer list, that's probably due to no film and the fact that Kelley's a true center. He won't play guard or tackle in college. If you need a center, great. If you don't, you won't offer him.
It can also be due to how the kid handles the recruiting process. The schools aren't allowed to comment on who they have offered or what they think of a kid so virtually all the information on the services comes from either the kid themselves, a HS coach, or in some cases someone who is "handling" the kid to help them through the process.
If a kid chooses not to report offers to the services they don't have offers to report, same as if a kid chooses not to discuss visits, etc.
In terms of offers, if a kid makes it clear to schools that he is not interested then he is also very unlikely to even get an offer. If Kelley told other schools that he was a CU legacy and was going to commit if offered then they are much less likely to devote time to him or bother to offer.
