@TSchekler had it correct above. They can absolutely play -- it's just that when they do they are no longer classified as a blueshift. Same is true of a redshirt -- if you play him he's no longer a redshirt.

The table is also correct. People wondered about the definition. To be a blueshirt, you cannot play.
 
Luke Stillwell is a blueshirt this year and has played in the last three games on special teams. With the new redshirt rule it looks like a blueshirt can play in up to four games just like his redshirt counterpart. Only difference between the two shirts is the class for which they are counted in and the way they are recruited or not recruited in the case of the blueshirt.
