43. Steven Montez, Colorado

Montez is one of the Pac-12’s quarterbacks on the rise for 2017. He started three games due to an injury to Sefo Liufau last year and showed flashes of promise by throwing for 1,078 yards and nine scores. Look for Montez to deliver a breakout year this fall.

Seems about right given his limited experience so far, but I think he'll prove to be better than that.

4 Pac 12 QBs in the top 10. Rosen seems high, but still - lots of QB talent in this league.

Sorry, but Nick Stevens is not a better QB than Montez even with nearly 2 seasons starting.
I think you're right, but I get why Athlon has Montez rated below Stevens and Troy Williams (Utah). It all has to do with a lack of starts and not knowing if the time he got last year will transfer over to a full season. I suspect Montez would be ranked much higher if this list came out after week four or five of the season.

The biggest problem I saw with the list is that Josh Allen (Wyoming) is only ranked 20th. Limited information I have heard from pro scouts is that this guy is one of the best QB prospects for next year...which means he should be much higher than 20.

It depends on how you're viewing it. Allen is one of the best QB prospects for the NFL next year, but that doesn't mean he's one of the best QBs in college football. Lamar Jackson isn't an NFL QB, but he's #1 on this list. Browning is #5 on this list but I bet he's lower than Allen on NFL boards. Same goes for JT Barrett, Baker Mayfield, and Jalen Hurts to name a few more.

I think Montez can be as good as he wants, put in the work. The natural ability is there, just refine it a bit and he'll be fine.

I actually was thinking something similar after I posted that comment, but was too lazy to edit.
