CSU going to pay stipends similar to Power 5 Schools

Utah State also announced stipend roughly equivalent to P5. BYU announced a stipend > $4000 as an independent.
 
Does anyone know what the formula uses to calculate the COA? Boise is over $5,000?

I believe it's just what each university reports to the Dept of Education in regard to financial aid calculations for regular students. They also give out of state students some extra for flights to and from school.

Yep, it's what the schools report to the Dept of education as the true cost attendance. It's supposed to include books, fees, food, lodging, incidentals and travel home. The Dept of Ed uses it to determine aid and loan limits.

There's some motivation by schools to keep the number low, as it is also the number that smart students/parents ask for. But, at the same time, the school also needs to be sure that it's actually enough money to live on in their city.

Lots of people wondering what's going to happen to this number in low cost of living cities (think Stillwater, Tuscaloosa, Manhattan) once it has the potential to be a differentiator in Football recruiting. On the one hand, it will definitely make that Boston College or Berkeley offer appear to be more valuable; on the other hand, it could mean that bakery science major at KjSU just graduates with $20,000 more in student debt, because well he was just borrowing what the school said it would cost to attend, and hot damn, those were some great spring break trips!
