That is post Katrina after all the trailers were shipped in to house many, many thousands of people who lost everything. Unfortunate people are still in them due to the slow or no assistance so far. Recovery of the Mississippi Gulf Coast is going extremely slow. What is available is so high priced very few can afford to come back.

Mississippi has always been one of the lowest poverty states....regardless of Katrina. It's also in the bottom five educationally.
