MM is largely clear, likely a verbal rebuke.

Same for RG, no sanctions.

Fault will fall at feet of Phil. Likely retires.

OIC and other reporting, monitoring and training mechanisms need substantial revision and updating.

I think it means that MM and RG are ok. Kroll would have a fit if he couldn't grandstand any sort of discipline for the athletics department, and we haven't heard anything from Kroll.
