Not necessarily. They typically take the best available Pac 12 team, which isn't always the loser of the P12 title game. Wazzu went ahead of Utah two years ago
Most of the bowl slots other than the ones determined by a conference champion are based on the bowl having a place in the order of picking from the remaining teams in a conference. Top bowl gets conference champ, next bowl (usually related to payout) gets their pick of all remaining teams, then the next bowl gets their pick and on until they either run out of bowls or eligible teams.

Because of this sometimes a team with a better conference record will get picked over in favor of a team that is likely to sell a lot more tickets and get better TV ratings. This can be based on the size of a teams fan base and also if a team hasn't been for a while and there is a lot of excitement.

When the fuskers finally manage to win enough games to qualify for a bowl they will likely get picked ahead of another B1G team or two because they will have tens of thousands of fans willing to pay any amount of money for an excuse to get out of the hellhole of a Nebraska winter for a few days.

I don't get the B1G network, watching the P12 game.

Wonder what the odds are of McCaffery being in nub land next season. He might as well leave like everyone else does.
