Help me out here: let’s say we do hire a younger coordinator as our HC, why do we automatically assume that he’s going to be able to bring in a big time staff (with the extra money available)? I’m worried for two reasons: 1) he’s younger so he probably doesn’t have as good of connections, 2) how many of you like working for someone younger / getting paid more than you (assuming you’re old and qualified enough to be one of the persons we’re assuming to fill out said staff)?
But, you also have to truly believe in your boss and likely have no desire to be the boss. These hypothetical persons are very likely already in a good position, so I struggle with your argument as-is. You’re relying on a faulty premise that the coaches we hire don’t want to be the boss. No!
I want coaches who want to bust their ass and learn so they get their crack at a head job elsewhere.
Coaching is a fickle business on both sides. This is why coaches move A LOT in their lives and continue to do it even though it is not generally geographically safe.

Your intimation that Lupoi isn’t well liked is only based on your speculation about his recruiting prowess. I think there are plenty of hungry coaches who’d want to be a part of getting tons of awesome players. Given his connections/job history in and out of our footprint, I think the staff would be fine.
