She's out in public all the time. I'm no Buffalo whisperer or anything, but she seems to be just fine when there's a bunch of people around. They take her down to the National Western Stockshow every year. Tens of thousands of people all milling about, making noise, etc. She does great. Why couldn't they build a permanent enclosure for her at Folsom that wouldn't require sedation?
Same reasons they have to do it for bevo. Lawyers, Insurance, and Liability.

Bison can jump 6ft vertical. They would have to make the enclosure as small as the portable one. Otherwise if she got spooked or bored she could jump out. Blackout has been a bit of a trouble maker. She has been more energetic and a bit more wild then the previous two
