How so? If he possesses it, it would be out of bounds. If he touches it, it means nothing. I think that's a simple fix.

The guy who was out of bounds touched the ball, therefore making the ball immediately out of bounds at that point. Pretty straightforward

What if he knocks it forward into the end zone and his team recovers it? He is out of bounds. He touches the ball. It’s dead.

If a guy is out of bounds and touches the ball, why shouldn't the ball considered to be out of play at that point? The rule makes sense.
