Chinese government is very politically driven.

They got what they wanted out of keeping these guys around for a few extra days and getting international headlines for being tough on crime.

They had no interest in having them in jail though, That would have been bad for tourism.

They also managed to get Trump to look like he was asking them for a favor and that they responded, one more chip they can use when one of their people gets caught involved in industrial spying, bribery, or some other violation of our laws or standards.
