With these larger conferences you can't be making blanket statements like this though, just look at Indiana's schedule for this year. Same with Missouri and there's a reason they weren't in the same discussion as Bama/Ole Miss/SCarolina as far as just missing a CFP spot
Divisions were bad in 12 team conferences.

I think they need to come back, but not as fixed divisions. Alternate teams by order of finish from the past season, or something similar.

There will always be quirks of scheduling and luck involved, but it can be attenuated.

I’m not overly impressed with ND. Indiana is who I thought they were. I’m not sure how much the cold has to do with both offenses.
Both teams live in and practice in this weather. Sure it's cold but the field is clear and there isn't enough wind to impact.

Notre Dame has some outstanding talent but I haven't been impressed with them as a team this year.

Indiana has had a great season considering their history but now they are finding out what it is like playing quality teams. Most of the year they haven't.

Cold impacts even players who are a little more used to it. I’d expect this is the coldest they’ve played in.
 
Alternate teams by order of finish from the past season, or something similar.
This is a pretty good idea. In an 18 team league, your divisions are
1,4,5,8,9,12,13,16,17
2,3,6,7,10,11,14,15,18
You play the other 8 teams in your division, plus one from the other one.

The plus one could be a traditional rival, but balancing home/ away schedules across the years and divisions would be financially more important.

But it isn't as if the cold should impact one team more than the other. This isn't a Florida school visiting into something they have never experienced. Both teams feel the cold and the ball may be a little harder to handle, making a tackle may be a little harder, but neither team should have an excuse or an advantage.

Well, that was my point! It’s effecting both offenses.
