Already posted about this in basketball and Olympic sport threads, but since football gets the most attention, thought I'd also post something about this here.
The NCAA has voted on official changes to transfer rules. (The below quotes are from the NCAA release at

A few things:
- At least for this year, it's been decided NOT to an allow an indefinite number of transfers (as I see was discussed earlier in this thread), but the NCAA has (per the above NCAA link) "adopted new, more specific standards for immediate eligibility waivers for student-athletes who do not otherwise meet the one-time transfer exception, focusing on student-athlete well-being or circumstances outside the student-athlete's control"..
- Assume this doesn't matter much for P5 schools anyways, but "NCAA rules now will require any school that considers athletics when awarding scholarships to transfer student-athletes to provide that scholarship for the rest of a student's five-year eligibility or until they complete the requirements for their bachelor's degree, unless the student transfers again or engages in professional athletics opportunities."
- The athletes for each sport, based on when their sports compete, now will have a more limited designated window(s) as to when they can enter the portal. For football, looks like it's 45 days from the Championships Selection reveal show, and then May 1st-15th. (Looks like there may also be special rules if there are coaching changes involved, and given how long the season is drawn out, looks like it will give more time for those involved in the National Championship tourney.)

- Reasonable accommodations will be made for participants in the Football Bowl Subdivision and Football Championship Subdivision championship games.
