Said it last week and will say it again. Change the rule to say that if the offens has completed it's substitutions with either 15 or 20 seconds left on the play clock they can snap the ball inside of 5 seconds even if the defense hasn't completed, failure to get off the field by the defense is illegal substitution in that situation.
