If he came back, dominated the PAC12 season, was named All PAC12 again, and was drafted let's say #10 next year, he would have the same guaranteed contract in year 1, and then he would have over $20 million by his 4th year.

Draft choices in the NBA are valuable in large part because the rookie salary scale forces contract values down, even (or especially) for those in the lottery. The real money comes with the second contract. Even mid-level bench players will make more on the second contract than they did on their rookie deal as a mid- first round pick.
For Jabari coming out one year early means that if he performs like it looks like he will he will be one year faster to his second deal.

I believe second rounders with deals like this one are eligible for extensions in the second paid year. If they don’t sign an extension then and the team activates the third year option, they have another opportunity for extension in that year since the third year is guaranteed.
