The Athletic Union at the time was run by a very protective old man named E Wayne Cooley. He thought he should protect all of the girls who played basketball in Iowa. He felt girls shouldn't sweat and there shouldn't be much contact.
I'm sure he rolls over in his grave with how the game is played today, even at the high school level.
