I literally have no idea what you’re talking about.I’ve always seen it more as a dead zone than out of bounds. But it’s a touchback and if you change the TD rule you have to change the touchback rule.

You want to be rewarded, recover the fumble. If you don't, then what's the big deal? Guy fumbled and it went out of the field of play without being recovered. I do think it is stupid that it is a touch back though. Maybe go back to the 25 or midfield?
