I think he had to have received enough fan votes "writing in" to move up to that visible ranking. I doubt they just put him up there for ****s and giggles.
Funny thing is Shedeur has not played particularly well (for him) in a lot of games this year. He's still putting up good numbers, but not what he's capable of. And he still has played his way into the list!
If he gets hot, it's gonna be a blood bath stats wise to close the season. But at this point, for whatever reason, it doesn't seem like that's going to happen. He's just a little off.

He looks good but apparently he’s 5’6 and 130lbs
QB looks really good as well.
Also, Trayvis is a sophomore. Outside chance he’s a late bloomer.
I think it’s like when Eli Manning dressed up in costume and went to a college walk-on tryout. Travis wasn’t getting enough total snaps week to week, so this is how he spends his Friday nights.

I heard 5'7", 140. My nephew grew 9" between soph and senior years.
Yeah, he's still young, grow 2 - 3 inches and 20 lbs by senior year no problem. His brother is a healthy 6'1", I know from first hand Water World experience.
