I understood that the new Colorado bill that will probably get passed would do away with Collectives, and the NIL money can and would come out of the AD budget directly .Completely different budgets.
At least for now. I'm not sure we know what things will look like after the NCAA settles the lawsuit from former players and institutes new rules around it.
What I think will happen:
1. All athletes will be scholarship athletes (at least a partial scholly) with no walk-on system.
2. All athletes will receive a cash stipend set at some revenue percentage of AD revenue (or a portion of revenue such as conference payouts).
3. Donations to the AD are likely not included in calculations of player stipend fund, so collectives continue as a separate NIL opportunity for players.
I think we're saying basically the same thing.
It looks like there will be more scholarship costs due to expanded scholarship rosters but no walk ons.

So, probably not accurate to say that Prime's contract (or anyone's contract within the AD) has anything to do with NIL. But those contracts DO impact whether a Big 12 member like CU has the resources to pay the same level of athlete stipends out of its revenue as a B1G/SEC member when our conference revenue is tens of millions less than members from those conferences.
The one thing I would disagree on is what you said about unbalanced stipends which would send a bunch more to football with other broadcasted or revenue sports getting more than the non-revenue Olympic sports. There are a lot of questions about whether that framework would survive Title IX lawsuit challenge when that legislation is supposed to ensure that the scholarship opportunities for men & women balance (50/50 or is representative of the student body) and that all athletes, regardless of gender, receive the same benefits from the university. How's this any different than if you served steak and lobster to MBB players in the athletic dining hall but only gave the WBB players cold cereal?

That is why they are all at Congress looking for both Antitrust and clarity on Title IX that says there must be equal attention paid to Mens and Womens athletes, but not equal share of revenue because if your sport generates $X and the other $Y, you are splitting that money and not ALL the money, but we shall see.
My point is that Prime is quite Wealthy, and if he were to get paid even $1M and we put the other potential $10M into his staff and the players, that is a better investment. He does not need the money, the program does, and while we should just spend every penny needed to make it work out, maybe there is a lot of places that we have given him Carte Blanche to make wayyyy more money on endorsements, etc...
Both of you mentioned Congress, but nothing ever really gets done by Congress--one way or another. It has been that way for decades. I have no clue what Congress could ever get done (on any issue), or how the Courts will figure the Title IX stuff. IMO, the Courts will probably weigh-in before Congress even gets anything out of committee, much less passed. I may be wrong, but that is based on history.
I think you are correct about Prime, as it appears not about $$$. It is whether Prime can build a champion at CU? IMO, he wants to do it at CU, as does others (some ACs) to prove a point more than anything. You can take the $$$ and certainly be happy, but there are some that just want to be the best and prove all the doubters wrong. Sports has always been like that.
I'm not ready to give into the SEC/B1G money/budget is everything crowd. I'm not willing to predict that the ACC and Notre Dame are going to throw in the towel for just $$$ alone or the B12. Some folks (2 conferences, ADs, coaches, ACs, and [certain] players) want to prove a point and that motivation can be extremely strong.
For the players, I do find it somewhat short-sighted to in having the mindset of I "just want $$$ in college football," if you believe that you can be/play with the best, As for that small % they want the big $$$$$$ in the NFL, where then again it might not be just about the $$$$$$, but it is where they can confidently say we/I are the best in winning rings.

R-E-L-A-XColorado Players are taking less money and are buying into a Slotting system by our GM and our Financial guy (father and son actually) and the worst thing to see happen is the Texas Tech and Michigan overspending and putting certain positions out of whack. A player pay scale for everyone would be so helpful. I think investing in Prime right now us gold, and I wish and wonder if RG or someone understands fully the golden goose that we are so luck to have!

Especially once we get into the season when having 1 OL coach means that the 3s/ developmental guys would get very little direct work with that coach instead of the GA. The Settlement is looking backwards and forwards, so let's just focus on the moving forward REVENUE SHARING bucket of $20.5 Million. That is directly within the Athletic Department Budget, and they are likely to spend say $17 Million on Football and the rest on Mens BB, Womens BB and other olympic sports.
That $17 Million has to come from our revenues, so if we have to pay $11 Million to Prime, instead of $5 Million, the budget is more balanced or manageable, so to say it is totally separate budgets is not true. Gundy took a pay cut, Norvell took a pay cut to make sure there is a more money in the Revenue Sharing Salary bucket moving forward.
