Not much detail given. I would guess that this would be instead of a redshirt year where you’re allowed to play in four games. If that is the case, it’s not really an extra year for the guys who would have redshirted anyway.
Yeah im pretty sure it just replacing the RS and everybody would have a full 5 years of playing eligibility. It also removes the waiver process for the NCAA to review and decide on when it comes to extra years of eligibility, including medical RS, I would think.

Obviously more detail needs to come out but I like the idea of everyone getting a full 5 years of playing eligibility with no ambiguity, regardless of circumstance

It would be way too on brand for the NCAA to finally come up with a single simple, coherent, enforcable rule right at the moment that it could cease to be an organization with any authority.

But the point I was trying to make was to ask why is everyone grasping for examples of how this can fail, when a spectacular failure happened in our own backyard only a couple years ago?

End of day though, it's pretty clear to me that one way to do it right is the way prime did it: start at the lower levels and work your way up. The other way is to, instead of lower levels, start as a position coach and work your way up.
I'm not 100% sure going to coach at a tiny college bringing your two NFL caliber sons to that university and then landing the #1 recruit in the country to play with your sons is an option for everyone.
