Penalties, otoh, don't have the same correlation from what I can find.You could argue about the degree, but it's similar to arguing about whether turnovers or incompletions "actually correlate with winning or losing". They are all things that literally hurt you in the game, so of course they negatively impact your ability to win. That doesn't mean that some teams aren't good enough to win despite them.
Turnovers and explosive plays are what correlate strongest. Notably, the entire Urban system was designed for those two things.
