Some of the schools you are comparing us to probably have more sports then we do. Like baseball and softball. If so, team travel for those additional sports likely explodes the total budget numberI don't know if that is actually true. CU's AD budget was less than TTU. CU's coaching staff budget has always been middle of the road or bottom half, despite being in one of the higher cost of living areas (so has Cal's). Coaching salaries are not really dependent on cost of living, but rather market value of the positions and a programs willingness to compete. Same for recruiting budgets.
I'm sure there are a whole mess of things that go into a true comparison, but this is not the same as comparing how far a $100k/year personal income will go in Boulder vs Lubbock.

There are certainly some operating costs of the university that are more in Boulder, but that’s at the broader institutional level, and media rights revenue is peanuts relative to institutional budgetsDude. If you're starting a business, do you think you would have to pay more to hire an admin in Boulder or Lubbock? Services like pest control, cleaning, upkeep & maintenance, landscaping services? You can't really think it all costs the same.
