Weird. Head coach at 8-4 Nevada to Head coach at 3-9 CSU? Why?
He's one of the lowest paid D1 Head coaches:
 
Would be a very good hire for CSU. My first thought was that this was to get Norvell a raise at Nevada. But I really doubt they could come anywhere close to what CSU can pay. If he wants to leave, I’m sure he will

Norvell coached Nevada teams have finished 2nd (2x), 3rd (2x) and 4th out of 7 schools in their MWC division. BSU isn't in that division either. And yet this is probably the best hire I could see CSU possibly make.
Nevada is a tough job though. Seems like he did a good job.
 
Utah is clearly a lot better, but hard to win with your HC and OC having one foot out the door.
Utah seems to improve through the year every year but they always drop several games that a good/great team shouldn’t. I find it interesting that some people around here (not you) rip Cristobal for dropping games but slobber all over Wittingham
