Somewhat. But we've recruited a bunch of OLs who were rated higher than Shenault was.
There will always be a guy or two per class that the coaches look at and say "We don't care what anyone else thinks, that kid will be special."
You don't fill a class with them. You don't take a 220lb OT and say "If he can put on 80lbs he will be as good as the 270 pound kid our rival is recruiting who will be ready to play in 1-2 years." Frankly we have not recruited that many OL who were ranked high enough that they would be considered P5 prospects. We have in the last couple years gotten more of them but where was it 4-5 years ago when we were recruiting the guys who should be our OL core right now.
2017 We got Moretti, Sherman, and Polley which was 3 legits along with Roddick and Paige as maybes
2016 Pursell turned out very good but was a 2* The rest Vaughn, Lytle, and Roberts was a pathetic attempt for a P5 program (even though one or more of those could still turn out.)
2015 Lynott was a legit recruit. The rest all 2* maybes Tonz signed as a DL, Haigler plays but can't play, Middlemiss was a no.
2014 Miller was the best OL prospect and while not heavily recruited may have been very good if he could have stayed healthy. The rest with Holland, Wieffels, and Smith was just bad. Oh we also got a guy who had no other serious P5 competitors named Josh Kaiser who as a 5th year senior is getting beat out by a freshman and who when he plays performs like a mediocre MWC player.
Prior to 2017 our OL recruiting was kindly put pathetic.
